WhatsApp Business API Pricing 2026: What Is Free, What Is Charged & How Businesses Can Integrate It

WhatsApp messaging on the Business Platform will have its pricing adjusted by Meta. Starting on 1st October 2026, every business phone number will receive a monthly free tier of 1,000 service messages. So far, answering customers within the support window was free of any cost. That will all change after the free allowance.
This update only affects the WhatsApp Business Platform (API), the version used by companies to integrate WhatsApp into their software. Does not impact the personal WhatsApp app on your phone or the free WhatsApp Business App that small shops are using.
If your business is emailing order confirmations, customer support replies, reminders, or OTPs with WhatsApp, you should be well aware of what doesn't incur any costs and what will. If WhatsApp is integrated with your website, mobile app, CRM, or ERP, it's time to map out the workflow of your messaging. The options you choose for sending messages can directly affect your bill.
Changes in WhatsApp Business API From October 1, 2026?
For the first time, Meta is moving free services to a paid model. A service message is a message that is not present in the standard customer service etiquette, but is one that an enterprise sends to the customer within the 24-hour customer service window that is opened by the customer's initial query.
The new model is as follows:
- Shared free tier: 1,000 service messages delivered per month are shared with each (business) phone number.
- No roll-over: Free messages that are not used at the end of the month revert to a new tier, with each of your business phone numbers.
- Per number vs Per account: If a company has multiple WhatsApp numbers, it receives the number of likes on each number.
- Allowance: When a number has reached its 1,000 free messages, any additional messages are charged per delivery. Three-way messages are charged at the same rates in both markets as are utility messages.
- Billing setup: If there is no payment method in Meta's Billing Hub, then service messages over 1000 are not sent. Do check before the end of the month.
Customer-initiated messaging
When a customer contacts your business first, you can respond within the 24-hour customer service window using service messages. These customer-service responses are not charged as per-message service template fees.
For business-initiated conversations, such as promotions, reminders, notifications, or OTP/authentication messages, you generally need to use a pre-approved WhatsApp message template. Charges depend on the message category and the recipient's country/market, according to Meta's current pricing structure.
Pricing and messaging rules can change as Meta updates its WhatsApp Business Platform pricing model. Always check the latest Meta pricing before finalizing your messaging budget.
What Will Be Free on WhatsApp Business API?
A few activities are still free, and the new allowance covers a lot of small to medium-sized businesses.
1. Customer-initiated messages
Your incoming message is complimentary when a customer initiates it. Where replies are provided, they are service messages, and that's when the cost question comes into play.
2. First 1000 Service Messages each month
Each business phone number gets 1,000 free delivered service messages a month. In a business with relatively small support volume, this could be used for all of the business's replies. (Let's say that a small business is sending 400 service messages per month; they'll pay nothing for that).
3. Qualifying free-entry-point conversations
The 'Free window' for conversations that start from eligible entry points (as in some click-to-WhatsApp ads or Facebook Page call-to-action buttons) is separate. Sources that give the best description of the update cite a "72-hour window" for those entry points before and after that period. Conditions of eligibility are specific, so don't assume this in your cost planning and review Meta's current documents.

What Will Businesses Have to Pay For?
There are two types of costs that should be kept apart, and many people make this budgeting error.
1. Meta's messaging charges
- Service message(s) outside of the free allowance: Messages outside the free number of messages per month are sent through a billing procedure and are charged as messages are received on each number.
- Product graphics: Designs for the product. These are typically the most pricey category.
- Utility messages: Transactional e-mails like order confirmations, delivery notifications, and payment receipts. In addition to this, starting Oct. 1, utility templates that are sent within the 24-hour service window will be charged.
- Authentication messages: OTPs and login verification codes (coded authentication data) are charged on a per-message basis.
The people and/pressures surrounding messages
- Platform charges: If you're using a WhatsApp Business Solution Provider (BSP) or a messaging platform, it could be a per-message markup, monthly subscription, or both. These vary widely.
- WhatsApp integration: WhatsApp integration to your website, app, CRM, or ERP system will be software-related and comes with a cost. This will depend on the extent and depth of integration.
These are expenses that relate to a single event or project
They do not relate to the per-message fees Meta charges. When checking their quotes, the first thing you should ask about is the platform fees, development fees, and also Meta fees. WhatsApp Business API Pricing and its pricing example in India will be discussed here.
WhatsApp Business App vs WhatsApp Business API
There are differences between the two products in their uses. The free app is created for one owner or a small group of individuals using a cell phone. The API is meant to be integrated into business systems.
| Metric | WHATSAPP BUSINESS APP | WHATSAPP BUSINESS API |
|---|---|---|
| Cost | Free | Meta messaging charges + provider fees |
| Scale | Low chat volume, small teams | High-volume messaging, growing teams |
| Setup | Instant self-registration | Provider onboarding + business verification |
| Users | 1 phone + up to 4 linked devices | Unlimited agents via shared inbox |
| Integrations | Minimal | CRM, Shopify, Zoho, helpdesk |
| Automation | Greeting, Away, Quick Replies | Chatbots, workflows, personalised responses |
| Broadcasts | Up to 256 contacts per list; recipients must save your number | Bulk messaging using Meta’s template policies |
| Message types | Manual conversations and basic broadcasts | Marketing, Utility and Authentication template messages |
| Analytics | Basic delivery/read/reply insights | Advanced reporting, campaigns and ROI tracking |
| Best for | Small businesses starting on WhatsApp | Businesses needing scale, automation and collaboration |
Who will use the API, and who are its end users?
- Any unaffiliated business that sends automated order, payment, or appointment notification e-mails were sent.
- Each team has multiple agents with whom the customers will interact if the customer addresses them in the same email thread.
- Businesses seeking integration with their CRM, ERP, or helpdesk via WhatsApp.
- Chats that use AI for chatbots or lead qualification flows.
- Choose SaaS platforms that send WhatsApp messages on behalf of the users.
- The free Business App might be enough for small stores that send a handful of messages each day manually. If you need to integrate things or have multiple users working concurrently, that's when the API becomes more suitable.

How Does WhatsApp Business API Integration Work?
- Customer: Sends a message to your company via WhatsApp number!
- Once the message arrives at WhatsApp's server.
- WhatsApp Business Platform/API: The platform will send the message to your system via your application, subscribed to a URL that you're listening to.
- Business application: Your backend receives the message and decides what to do.
- CRM / ERP / database / AI system: Your app accesses the customer database, order information, or queries the knowledge base, or even sends a request for AI-generated content.
- Automated or human reply: Response generated by a machine or put out by a human agent.
- Customer: The reply is sent using the API; it gets displayed in the customer's WhatsApp chat.
The order is never delivered because some customers write, "Where is my order?" The API forwards the message to your application. The application receives the tel. number, the status of the order is checked in the database, and the status - "Out for delivery, arriving today by 6 PM" is determined.
It then returns that solution through the API, and the customer can view it in WhatsApp 2 seconds later. There was no agent involved, and it counts as one service message per month, according to its allowance.
Alternatively, service replies now contribute towards the bill, so it is more economical to design flows that will be able to answer comments with the minimum possible number of messages.
What Can Businesses Integrate WhatsApp API With?
Being an interface program, the API can be integrated with nearly any other program you are currently using.
- For the website: Click-to-chat buttons, Lead forms that will send a follow-up message via WhatsApp after someone fills them out, and Order confirmations following the checkout process.
- Mobile Applications: In-app notifications, OTP Delivery & support Chat in WhatsApp.
- CRM: Record calls, add leads automatically, and auto-create follow-up calls when deals are in a certain stage.

- E-commerce platforms: Abandoned cart, shipping info, return status, and refunds.
